This playbook is the manual-only (human engineers) execution path for enabling a new Oracle Cloud estate. It is deliberately generic: replace {Customer}, {tenancy}, {org} and {region} placeholders, then execute the six steps in order. Every step ends with explicit exit criteria — do not start the next step until they are met.
Scope model. A typical procurement contains two planes that must be governed separately but connected deliberately:
| Plane | Services | Who operates | Where it lives |
|---|---|---|---|
| SaaS plane | Fusion ERP, HCM, SCM, CX, EPM pods (Prod / Test / Dev pods per pillar) | Oracle operates infrastructure; functional/SI teams configure | Oracle-managed pods; represented in the tenancy only as SaaS handle compartments (no infrastructure) |
| IaaS + PaaS plane | OIC (integration + File Server), ATP (staging/x-ref/custom DB), Object Storage, SFTP/connectivity-agent VMs, API Gateway, Vault, networking | {Customer} platform team + implementation partner | Customer-governed compartments, VCNs, and policies in the OCI tenancy |
Co-tenanted vs isolated decision. Decide this in Step 1 and record it as a formal decision: (a) Co-tenanted — Fusion SaaS subscription and OCI IaaS/PaaS share one tenancy: simplest identity wiring (one identity domain topology serves both), single billing view, but requires strict compartment and policy separation so platform admins never acquire implicit reach into SaaS handles. (b) Isolated — separate tenancies for SaaS and IaaS/PaaS: stronger blast-radius separation and independent lifecycle, at the cost of cross-tenancy federation, network peering for integrations, and duplicated governance overhead. Default recommendation for a single customer estate: co-tenanted with hard compartment boundaries; choose isolated when regulatory segregation, M&A carve-outs, or independent operating organizations demand it.
OCI best-practice reference catalog
Use the following as the core OCI best-practice reference catalog for every engagement in this portal. It covers architecture, governance, security, ransomware resilience, disaster recovery, and operations. Most links are official Oracle guidance; CIS, NIST, and CISA provide independent security standards.
1. Architecture frameworks and assessments
The OCI Well-Architected Framework currently covers five pillars: security and compliance, reliability and resilience, performance and cost optimization, operational efficiency, and distributed cloud.
| Reference | What to use it for |
|---|---|
| OCI Well-Architected Framework | Primary architecture design and review standard. |
| Oracle Cloud Architecture Center | Reference architectures, solution playbooks, and deployment patterns. |
| OCI Well-Architected Assessment | Assess existing environments and identify improvement areas. |
| OCI Cloud Adoption Framework | Cloud adoption strategy, people, processes, governance, and operations. |
| OCI Best Practices by Use Case | Convenient index of Oracle guidance by scenario. |
2. Governance, tenancy foundations, and landing zones
These references establish the tenancy structure and repeatable foundation before deploying workloads. Oracle's landing-zone guidance includes blueprints and modular deployment approaches.
| Reference | What to use it for |
|---|---|
| Foundational OCI Governance Model | Governance responsibilities, tenancy organization, and foundational controls. |
| OCI Landing Zones Overview | Select the appropriate landing-zone approach. |
| OCI Core Landing Zone | Standard foundation for IAM, networking, security, and governance. |
| Shared Security Responsibility Model | Document Oracle versus customer security responsibilities. |
| Shared Responsibility for Resiliency | Assign customer responsibilities for HA, backups, and DR. |
3. Security checklists, hardening, and Zero Trust
Use the security checklist for review, the CIS benchmark for configuration baselines, and the service security guidance for implementation. These serve different purposes and work well together.
| Reference | What to use it for |
|---|---|
| OCI Security Checklist | Structured security review and implementation checklist. |
| CIS Oracle Cloud Infrastructure Benchmark | Independent secure configuration baseline for OCI. |
| OCI Security and Compliance Design Guidance | Least privilege, segmentation, data protection, and security monitoring. |
| OCI Service Security Best Practices | Service-specific hardening for IAM, networking, Compute, OKE, databases, Object Storage, Integration, API Gateway, and others. |
| OCI Security Resource Directory | Central index for IAM, Vault, Data Safe, SIEM, and security references. |
| OCI Security Architecture — PDF | Understand OCI's underlying security architecture. |
| NIST Zero Trust Architecture — SP 800-207 | Establish enterprise Zero Trust principles and architecture requirements. |
| CIS Oracle Linux Benchmark | Harden Oracle Linux workloads. |
| CIS Oracle Database Benchmark | Harden Oracle Database configurations. |
4. Ransomware protection and cyber recovery
Start with Oracle's Cyber Resilient Architecture playbook. It addresses protection, detection, response, and recovery. A DR replica can also replicate compromised data, so ransomware recovery requires protected backups and a verified clean recovery process.
| Reference | What to use it for |
|---|---|
| OCI Cyber Resilient Architectures for Ransomware Protection | Primary OCI ransomware resilience architecture and implementation playbook. |
| CISA #StopRansomware Guide | Organization-wide prevention, detection, incident response, and recovery procedures. |
| OCI Object Storage Retention Rules | Retention and locked-retention controls for protected objects. |
| OCI Block Storage Ransomware-Resilient Backup Protection | Immutable backup protection against premature deletion and retention changes. |
| OCI File Storage Snapshot Locks | Protect snapshots during the required recovery window. |
| Oracle Autonomous Recovery Service Features | Oracle Database backup protection, validation, and retention-lock capabilities. |
The Block Storage, File Storage, and database recovery references describe distinct protection mechanisms; select them according to the data service being protected.
5. High availability, business continuity, and disaster recovery
| Reference | What to use it for |
|---|---|
| OCI Reliability and Resilience Best Practices | Fault tolerance, capacity, backups, replication, and resilient topology design. |
| OCI Disaster Recovery Guidance | Select backup-and-restore, pilot-light, warm-standby, or active deployment approaches. |
| Oracle Maximum Availability Architecture — MAA | Database and application availability, data protection, and lifecycle best practices. |
| MAA in OCI | Apply Oracle MAA principles to OCI database deployments. |
Choose the architecture against business-approved RTO and RPO, workload dependencies, and recovery costs.
6. Security operations, monitoring, performance, and FinOps
| Reference | What to use it for |
|---|---|
| Enable OCI Security Operations | Establish SecOps, logging, audit retention, SIEM integration, and response responsibilities. |
| OCI Cloud Guard | Detect risky activity and security misconfigurations; configure response actions. |
| OCI Operational Efficiency Best Practices | Deployment, monitoring, OS management, and operational support. |
| OCI Performance and Cost Optimization | Sizing, storage selection, network tuning, and cost management. |
| Cloud Adoption Framework Optimization | Ongoing cost and performance improvement. |
| OCI Distributed Cloud Best Practices | Hybrid and multicloud placement, integration, sovereignty, and operations. |
Cloud Guard supports continuous posture monitoring and configurable corrective actions; operational and optimization guidance complements those security controls.
